Scott Pearman
Chief Executive Officer and President

Mr Pearman was appointed chief executive officer and president in 2024 after serving as deputy CEO since 2020. Having joined BHB as employee labour relations manager, Mr Pearman was appointed director of human resources in 2000 then vice president of physician relations in 2006. He was promoted to chief of business development in 2010. In 2011, he was appointed chief operating officer, and in 2017 the COO remit was expanded to include the Mid-Atlantic Wellness Institute. Mr Pearman serves on the Bermuda Government Labour Advisory Board and the Bermuda Employers’ Council Arbitration Committee.

Dr Anna Neilson-Williams

Anna Neilson-Williams MD
Acting Chief of Staff and Chief of Psychiatry

Dr Neilson-Williams was appointed acting chief of staff in April 2024. She joined BHB in 2000 and was appointed chief of psychiatry in 2022 after acting in the role from 2021. Dr Neilson-Williams is also a BHB consultant psychiatrist, managing clients with a range of mental health conditions. She was appointed BHB’s director of continuing medical education in 2014, which offers presentations by healthcare experts on advances in medicine, technology, research and changes to the healthcare environment. In addition to her clinical qualifications, Dr Neilson-Williams has a diploma in leadership and management and certification in value-based healthcare through Johns Hopkins School of Medicine.

Arthur Ebbin
Chief Financial Officer

Mr Ebbin was appointed chief financial officer in 2022, reporting to the CEO and Board. He oversees BHB’s fiscal and fiduciary responsibilities, efficient financial administration, and financial strategy. Mr Ebbin joined BHB in 2013 as assistant financial controller and was promoted to controller of operations in 2016, also acting as vice president of finance. He was appointed director of business finance in 2017 and vice president of business finance the following year. Mr Ebbin has certificates in healthcare change management and executive healthcare leadership in addition to his BBA and CPA.

Judy Richardson, Chief of Nursing

Judy Richardson
Chief of Nursing

Ms Richardson assumed the position of chief of nursing in 2009, having worked at BHB for 25 years. She is responsible for BHB’s nursing and allied health professionals throughout the organisation. Having started her career as a registered nurse, Ms Richardson has almost 20 years’ experience in frontline nursing. She was appointed quality improvement coordinator in 1999 and took on the role of chief nursing administrator two years later. In 2003 Ms Richardson was promoted to the senior management position of director of Quality and Risk Management.

Preston Swan
Chief Operating Officer

Mr Swan was appointed COO in June 2024 after acting in the role since 2021. He is responsible for Mid-Atlantic Wellness Institute, in addition to BHB Facilities, Property Management, Estates and Hotel Services (including Laundry, Environmental Services and Dietary). Mr Swan joined BHB in 1989 as a mental health nurse and was promoted to clinical director of Turning Point Substance Abuse Programme in 2004. Four years later, he became VP Quality & Risk Management, and was appointed VP of clinical operations at MWI in 2017. Mr Swan also serves as a director of the Bermuda Mental Health Foundation.

Keltie Jamieson
Chief Hospital Information Officer

Ms Jamieson was appointed chief hospital information officer in 2022, overseeing all information technology, information management and telecommunications functions of BHB. With more than 25 years’ experience implementing digital strategies and enabling change through supporting technology, Ms Jamieson most recently served as the senior advisor at Horizon Health Network in New Brunswick, Canada. In this role, she provided advisory and consultant services to the province of New Brunswick as they prepared for their clinical information system implementation. For the six years prior, Ms Jamieson was the senior director and chief information officer at Nova Scotia Health & IWK Health in Canada.

Dr Anna Neilson-Williams was appointed acting chief of staff in April 2024. She has been chief of psychiatry since 2022 and is a member of the Executive Team. Dr Neilson-Williams joined BHB in 2000 and served as acting chief of psychiatry from 2021. She is also a consultant psychiatrist, managing clients with a range of mental health conditions and patients on the psychogeriatric unit at MWI. Dr Neilson-Williams is a graduate of The University of Glasgow and has a master's degree in transcultural mental health with distinction through Queen Mary's The University of London, UK. She was appointed BHB's director of continuing medical education in 2014. Through the CME programme, she manages and develops presentations by healthcare experts with the goal of educating attendees on advances in medicine, technology, research and changes to the healthcare environment. Dr Neilson-Williams has a diploma in leadership and management and certification in value-based healthcare through Johns Hopkins School of Medicine.
