Dr Michael Richmond, Chief of Staff

Chief Executive Officer and President

Dr Richmond was appointed chief executive officer and president on 1 August 2020, having joined BHB as chief of staff in August 2017. As CEO and president, Dr Richmond reports to the Board chair and is responsible for the strategy and operations of the entire organisation, which encompasses medical, senior care, mental health services, a range of outpatient services and all support functions. Prior to joining BHB, Dr Richmond served as chief medical officer at Hamad Medical Corporation and chief executive officer of Hamad Medical Corporation’s Women’s Hospital in Qatar. He brings to BHB extensive knowledge of healthcare and hospital management. Dr Richmond obtained his medical degree from the University of Aberdeen and specialised in anaesthetics at the Royal College of Anaesthetists in the UK and College of Anaesthetists Ireland.

R Scott Pearman, BHB Chief Operating Officer

Deputy Chief Executive Officer

Mr Pearman was appointed deputy CEO in 2020. Having joined BHB as employee labour relations manager, Mr Pearman was appointed director of Human Resources in 2000 then vice president of physician relations in 2006. He was promoted to chief of business development in 2010. In 2011, he was appointed chief operating officer, and in 2017 the COO remit was expanded to include the Mid-Atlantic Wellness Institute. Mr Pearman serves on the Bermuda Government Labour Advisory Board and the Bermuda Employers’ Council Arbitration Committee.

Wesley Miller MD
Chief of Staff

Dr Miller was appointed chief of staff in January 2021 after serving as chief of surgery since 2007. He reports to the CEO and the Board. Dr Miller leads BHB’s team of medical and support personnel in the most senior medical role at BHB, and is responsible for the supervision of medical and dental care given to patients and residents in BHB facilities. He ensures patient safety, sound clinical governance and building positive relations with the physician community. Dr Miller has more than three decades of experience as an otolaryngologist and ear, nose and throat surgeon in Jamaica, Ireland, UK and Bermuda.

Bill Shields

William Shields
Chief Financial Officer

Mr Shields joined BHB as chief financial officer in 2017, taking responsibility for financial strategy and reporting, and managing the Finance, Admitting, Materials Management, Procurement and IT departments. He reports to the chief executive officer and the Board. Prior to arriving in Bermuda, Mr Shields was executive director of EY, a health advisory practice in the UK. He worked in the UK National Health Service for almost three decades, most recently with the Imperial College NHS Trust, where he led a recovery of the Trust’s financial and operational performance and held subsequent positions of chief financial officer and chief executive.

Judy Richardson

Judy Richardson
Chief of Nursing

Ms Richardson assumed the position of chief of nursing in 2009, having worked at BHB for 25 years. She is responsible for BHB’s nursing and allied health professionals throughout the organisation. Having started her career as a registered nurse, Ms Richardson has almost 20 years’ experience in frontline nursing. She was appointed quality improvement coordinator in 1999 and took on the role of chief nursing administrator two years later. In 2003 Ms Richardson was promoted to the senior management position of director of Quality and Risk Management.

Preston Swan, BHB Acting COO

Preston Swan
Acting Chief Operating Officer

Mr Swan was appointed acting COO in February 2021. He is responsible for Mid-Atlantic Wellness Institute, in addition to BHB Facilities, Property Management, Estates and Hotel Services (including Laundry, Environmental Services and Dietary). Mr Swan joined BHB in 1989 as a mental health nurse and was promoted to clinical director of Turning Point Substance Abuse Programme in 2004. Four years later, he became VP Quality & Risk Management, and was appointed VP of clinical operations at MWI in 2017. Mr Swan also serves as a director of the Bermuda Mental Health Foundation.
