BHB Announces Selection of PPP Technical Advisor to KEMH Redevelopment Project

Bermuda Hospitals Board (BHB) today announces that Stantec Consulting International Ltd. has been chosen as public private partnership (PPP) technical advisor to the KEMH Redevelopment Project, pending immigration approval. Stantec was selected through a competitive selection process based on a robust evaluation process using pre-determined criteria.

In November 2008, the addition of a patient tower and ambulatory care centre plus a new central utility plant was announced as part of the plan to redevelop the KEMH site. The design, construction, financing and maintenance of the new facilities will be delivered by a form of public private partnership. It is expected that the first patients will walk through the doors of the new acute care facilities in less than five years.

Stantec is a leader in PPP project delivery with extensive experience on both client (public) and bidder (private) sides of major healthcare developments. Stantec provides professional design and consulting services in planning, engineering, architecture, surveying, economics, and project management. Specialties include healthcare facilities, laboratories, research facilities, educational environments, airports, commercial and retail/mixed use buildings. Stantec’s services are offered through over 10,000 employees operating out of more than 130 locations in North America.

BHB Deputy CEO Venetta Symonds is overseeing the project for BHB. She says: “In a PPP model, the technical advisory team develops and prepares key documents that form contractual requirements and performance standards for our new acute care buildings. Stantec, in collaboration with local technical advisors and BHB’s facilities management team, will help BHB create output specifications that will underpin the project. The design of the new hospital buildings will rely on these documents, so this is vital work that is critical to the project. We are pleased to have, in Stantec, such an experienced service provider on board.”

BHB Chairman and Chairman of the Project Board Herman Tucker adds: “With Stantec, we have completed the selection of the PPP-experienced portion of BHB’s advisory team. BHB is in the process of sourcing local technical advisors, who are also essential to the success of this project. Working closely with the clinical advisory team, Stantec, our local technical advisors and BHB facilities staff will help BHB produce the significant documentation and preparatory work required before going to the market to procure Bermuda’s new hospital buildings.”

About the KEMH Redevelopment Project:
In November 2008, the addition of two new patient wings and a new central utility plant was announced as part of the KEMH Redevelopment Project. The design, construction, financing and maintenance of the new facilities will be delivered by a form of public private partnership (PPP). The construction cost of the new PPP facilities is estimated to be about $260 million *. It is expected that the first patients will walk through the doors of the new facilities in about five years. During this time, BHB will spend approximately an additional $55 million* renovating the existing hospital building using traditional procurement methods. These renovations will be funded by BHB and managed as a separate part of the overall redevelopment project. Both renovation and the addition of new facilities are vital to the complete redevelopment of KEMH to meet Bermuda’s future acute healthcare needs.
